Heat olive oil in a pan and add the chopped onions and saute for few minutes. Then add the celery and parsley leaves and cook for a few seconds. Then add the tomato puree, vegetable stock, chilly flakes and salt and let it boil. Simmer for 3-5 mins.
Now add the orzo pasta; cook until it is partially cooked. Then add the cooked chickpeas to it and let it boil. Remove from fire.
