Add all the masala powders. Cook on a low fire for 3-4 mins and then take off the flame to cool a little.
For the kozhukattai, heat 1 cup of water in a kadai.
Add a little salt to the water. When it boils, add rice flour and stir well.
Once the flour thickens, remove from fire and set aside.
Mix the dough well with a little oil and make small balls out of the mixture.
Flatten the balls and then press with your thumb to get a cup shape for the kozhukattai.
Fill in the vegetable stuffing, cover well and then steam the kozhukattai.
