Mix rice flour, cabbage, and all the other ingredients in a medium bowl with water. Make a thin batter, like for a dosa. Take a dosa pan or a non-stick pan and pour 1 large spoon of batter on it. Spread it like a dosa, but not too thin.
Keep lid on the pan.
Turn ghavan to the other side.
Do not close the lid for this side.
Serve ghavan with chilli sauce or coconut chutney.
