Heat 1.5 tbsp of oil in a sauce pan, add all the seeds and fry in order (so that all get fried evenly) - peanuts, channa dal, urad dal, methi seeds, red chillies, mustard seeds, asafoetida and turmeric.
Then add the cut pepper pieces to it, add salt and cover the pan with a lid.
Let it fry for 5 min (till the pepper is moderately soft). Let this cool.
When it is cool enough to be put in a blender, blend the mixture together with the lemon juice.
Serve with rice.
