Place both beans, garlic, water, lemon juice, olive oil, salt, cheesy garlic spread, and pepper to taste in the bowl of a food processor fitted with a blade attachment. Process until smooth, scraping down the sides of the bowl as needed.
If the dip is too thick, add more water, one tbsp at a time, until the desired consistency is reached.
Transfer to a medium bowl, add the cilantro, and stir to combine. Taste and season with salt or lemon juice as needed.
Serve with Tortilla chips.
